GENERAL STATEMENT OF DUTIES:

Serves as the City of Glenwood Springs’ Chief Building Official. Plans, organizes, and directs all activities concerning compliance with building safety ordinances within the City. Directs all areas of building inspection including plans review; develops, recommends, and implements new or revised building codes; oversees the issuance of building permits; and oversees the maintenance of all necessary records concerning construction within the City. This position reports to the Community Development Director. This Position has Supervisory Responsibility for the Building Inspector(s).

This position manages the day-to-day activities of the Division, which includes Building Inspectors, Plans Examiners, and administrative staff. Establishes the policies and procedures for the Division. Serves as the technical advisor to the City Manager, City Council, and the Director of Community Development. Prepares ordinances and staff reports; makes presentations to the Council as needed. Prepares and administers the yearly budget for the Division. Administers the budget to ensure effective expenditure of allocated funds; authorizes purchases of supplies and materials. Evaluates all building codes and determines applicability to the City. Suggests code changes and modifications to the City staff and City Council. Administers or makes recommendations for routing personnel matters including recruiting, interviewing, hiring, scheduling, granting leave, and disciplining subordinate employees. Meets daily with staff to determine what inspections will be done that day and discuss the inspections of the previous day. Evaluates applicants’ qualifications for various contractors’ licenses. Studies code and technical manuals to keep abreast of technical developments and trade practices. Recommends and implements changes in inspection staff to keep current with new methods; identifies additional training needs. Evaluates legislative bills regarding building codes and enforcement. Testifies at committee hearings as needed. Attends public hearings and meetings as required to share information on current policies and procedures. Observes and follows established City and department policies and procedures in the daily conduct of the job. Plans and arranges an inspection work schedule involving plumbing, mechanical, and electrical. Work products and services are delivered within assigned full-time work schedule. Responds to Fire Department calls on an on-call basis to determine the safety of the structure, post the structure, and contact the necessary utility companies to shut off service. Provides assistance to homeowners when contractors refuse to complete work or honor a warranty. Serves as ex office and the secretary to the Building Board of Appeals. Schedules public hearings, prepares the staff reports, and evaluates matters to be heard before the Board. Prepares or directs the preparation of complaints for legal action against violators of building codes and local ordinances. Testifies in court as needed. Assists in the maintenance of the Building Department section of the City webpage. Performs other assignments and projects as required.

 REQUIRED KNOWLEDGE, SKILLS & ABILITIES:

Requires an expert knowledge of state and national statutes and building codes related to codes and construction. Requires an expert knowledge of environmental code enforcement practices and procedures. Requires expert knowledge of building construction techniques and the major types of construction and the ability to interpret plans, diagrams, blueprints, and specifications to perform essential job functions. Requires an expert knowledge of City codes. Requires solid skills and abilities that involve entering data into various software formats such as spreadsheets, databases, word processing, and ICBO ICC software. Requires basic skill and ability to operate a personal computer and use Internet capabilities. Requires solid ability to establish and maintain effective and respectful relationships with developers, architects, engineers, contractors, homeowners, and employees. Requires expert ability to enforce codes and regulations in a firm, tactful, and impartial manner. Requires solid ability to analyze data and problems, identify relationships between issues, and make complex plans. Requires solid ability to manipulate tools, instruments, and devices normally requiring coordination with eyes, hands, and/or feet. Requires solid ability to develop a plan for organizing multiple tasks, setting deadlines, and preparing for future events. Requires solid supervisory skills and abilities. Requires solid budgeting skills and abilities. Ability to understand verbal information and instruction. Ability to exchange information with others and to develop and present recommendations. Reads and understands written information. Ability to compose information and instruction in written form. Ability to translate verbal communication into effective written material; e.g., reports and other documents. Ability to use mathematical reasoning to carry out the regulations and requirements. 

EDUCATION/FORMAL TRAINING/EXPERIENCE:

Two (2) years of college or technical level education in construction aspects; certification as an ICC Certified Building Official or ICC Building Inspector, Plans Examiner; and any other combination of two other ICBO certificates; and at least five years’ experience as a building inspector and at least two years of experience in a supervisory position; or equivalent combination of education, formal training, and work experience that produces the knowledge, skill, and ability to perform the essential duties and responsibilities of the position.
