NOTICE OF PUBLIC HEARING ON
SERVICE PLAN


IN RE THE ORGANIZATION OF RIVER VALLEY METROPOLITAN DISTRICT, TOWN OF SILT, STATE OF COLORADO

NOTICE IS HEREBY GIVEN that, pursuant to § 32-1-204(1), C.R.S., a Service Plan (the "Service Plan") for the proposed River Valley Metropolitan District (the "District") has been filed with the Clerk for the Town of Silt, and is available for inspection in the
office of the Town Administrator at 231 N. 7th Street, Silt, Colorado.

A public hearing on the Service Plan will be held by the Town of Silt Board of Trustees (the "Board of Trustees") on April 27, 2020, at 7:00 p.m., at 231 N. 7th Street, Silt, Colorado, or as soon thereafter as the Board of Trustees may hear such matter.

The purpose of the hearing is to consider the Service Plan and to form a basis for adopting a resolution approving, conditionally approving or disapproving the Service Plan in accordance with § 32-1-204.5, C.R.S. The primary purpose of the District is to finance water, sanitary sewer, storm sewer, street, traffic and safety, and park and recreation public improvements and services. The maximum aggregate property tax mill levy for taxable property located within the proposed District is 60 mills.

A general description of the land contained within the initial and inclusion boundaries of the proposed District is as follows: Three multi-family lots (lots # 1001, 1002 and 1003) located in Phase 1 of the Painted Pastures subdivision. These lots are bounded on the south by Highway 6, on the north by W. Sabino Lane, on the east by Overo Boulevard and on the west by Lot #1 of the Painted Pastures Subdivision; the entirety of the area designated as Phase 2 of the Painted Pastures Subdivision, bounded on the south by Highway 6, on the west by Overo Boulevard and on the north and east by unincorporated Garfield County; an approximately 40 acre parcel located in unincorporated Garfield County contiguous to Phase 1 of the Painted Pastures Subdivision bounded on the south by Grand Avenue; and an approximately 11.2 acre parcel,
located in unincorporated Garfield County and contiguous to parts of Phase 1 and 2 of the Painted Pastures Subdivision bounded on the north by
Highway 6.

Pursuant to § 32-1-203(3.5), C.R.S., any person owning property within the proposed District may
request that such property be excluded from the District by submitting a written request to the Board of Trustees no later than ten (10) days prior to the public hearing.
