Legal Notice Notice of Public Hearing for the Breckenridge Second Water Plant Breckenridge, Colorado Date: July 11, 2019 Time: 6:00 pm Location: Public Works Building Conference Room Address: 1095 Airport Road Breckenridge, CO Topic: Amended Water Treatment Plant Facility Plans A public hearing will be conducted for informing citizens and soliciting public input, written or oral, regarding amendments to the Project Needs Assessment (PNA) and Environmental Assessment (EA) for the Breckenridge Second Water Plant. Original versions of the PNA and EA were previously approved by the Colorado Department of Public Health and Environment (CDPHE) and construction of the Breckenridge Second Water Plant began on April 1, 2018. The project consists of a raw water intake with pumping facilities in and along the Blue River near Lake Dillon; raw water pipeline that transmits water from the intake to the water treatment plant; water treatment plant facility and site improvements on the McCain Property; and finished water pipeline that connects the high service pump station at the water treatment plant to the distribution system near the existing North Tank. Amendments for review pertain to an increase in water treatment production from 3.0 MGD to 4.5 MGD. Additional work as part of these amendments will be internal to the originally designed structures and no additional ground disturbing activities are planned. The amended PNA and EA are being submitted to the CDPHE to qualify additional work for State Revolving Fund Loan reimbursement. Included in the amended PNA and EA are details of the current water system structure and operation, project purpose and need, existing facilities analysis, facility planning analysis, assessment alternatives, the selected alternative, affected environmental impacts of the proposed project, and a summary of public participation and agencies contacted. The estimated capital investment for the project remains unchanged at $58M and the estimated yearly operation and maintenance cost is $1,166,175 at 4.5 MGD production. Anticipated water user rate increases remain unchanged at 5% per year until the year 2037. Anticipated Plant Investment Fee (PIF) increases remain unchanged at 10% per year until the year 2037.
