NOTICE TO CITY OF GLENWOOD SPRINGS CITIZENS The City of Glenwood Springs is now accepting PRO and CON Statements related to Ballot Issue 2A for the upcoming Colorado General Election, November 5, 2019. The comments are due to the city clerk's office by Noon on Friday, September 20. The comments will be published in the TABOR notice that will be mailed to all registered voters. Please address your comments to the City Clerk, 101 W. 8th Street, City of Glenwood Springs, CO 81601. Only comments filed by persons eligible to vote in the City of Glenwood Springs will be summarized in the ballot notice. To be summarized in the ballot issue notice, the comments must address this specific ballot issue, indicate whether they are "for" or "against" the issue, must include a signature and the address where the signor is registered to vote. Written comments must be received no later than Noon on Friday, September 20, 2019. The TABOR ballot issues for the November coordinated election read as follows: Ballot Issue 2A Tax Increase on the Sale of Cigarettes and Tobacco Products SHALL THE CITY OF GLENWOOD SPRINGS TAXES BE INCREASED BY UP TO $900,000 ANNUALLY (WHICH AMOUNT REPRESENTS ESTIMATED REVENUES IN 2020, THE FIRST FULL FISCAL YEAR OF COLLECTION) AND BY WHATEVER AMOUNT IS GENERATED THEREAFTER THROUGH THE IMPOSITION OF NEW TAXES TO BE USED FOR DRUG, ALCOHOL, AND TOBACCO PREVENTION, CESSATION, TREATMENT, ENFORCEMENT, YOUTH MENTAL AND PHYSICAL HEALTH, DETOX FACILITIES, AND OTHER RELATED CITY EXPENSES AS FOLLOWS: BEGINNING JANUARY 1, 2020, THERE SHALL BE A NEW SALES TAX OF TWENTY CENTS PER CIGARETTE OR FOUR DOLLARS PER PACK OF TWENTY CIGARETTES SOLD; BEGINNING JANUARY 1, 2020, THERE SHALL BE A NEW SALES TAX OF 40% ON THE SALES PRICE OF ALL OTHER TOBACCO PRODUCTS; THE TERMS "CIGARETTE" AND "TOBACCO PRODUCT" SHALL HAVE THE SAME MEANINGS AS THE GLENWOOD SPRINGS MUNICIPAL CODE; AND THAT THE CITY MAY COLLECT, RETAIN AND EXPEND ALL OF THE REVENUES OF SUCH TAXES AND THE EARNINGS THEREON, NOTWITHSTANDING THE LIMITATION OF ARTICLE X, SECTION 20 OF THE COLORADO CONSTITUTION OR ANY OTHER LAW?
